FROM THE DESK OF MARGARET DE ANDRADE!!!!!!

May the Lord Bless and Watch over you and your loved ones this Christmas 2008

And may He prosper and bless the work of your hands in the New Year.

LAST NEWS LETTER FROM MARGARET'S DESK FOR 2008

1. Recess

Council is now officially in recess, and my office will be closed from Monday 8 December 2008 until 5 January 2009. I will be availble on my cell and via email ONLY FOR EMERGENCIESl

I would like to thank each and every one who brought various issues under my attention and for helping me in making ward 39 a cleaner and safer environment. We will tackle each new and old challenge with renewed strenght and energy in the new year. For those of you going away on holiday travel safe.

2. Quadbikes

I am receiving (as are my fellow councillors) many calls from angry residents who are being subjected to the noise and the danger of often reckless quadbiking in the suburbs.

The following extract from my newsletter of 23 October 2006 is still valid :

"* According to the SABS, quad bikes do not conform to the minimum standards for a vehicle as laid down in the Road Traffic Act. Thus, even if quad bikes are fitted with lights etc, they can never be roadworthied, and can never be licensed.

* Because quad bikes can not be licensed, they cannot legally travel on a public road or places with unrestricted public access abutting a public road (such as open spaces, parks or parking lots).

* People purchasing quad bikes MUST be aware that there are very few places where these vehicles can be legally used.

* If the court upholds the recent confiscation of a quad bike in Walmer, this method will be employed with regularity."

Residents who are concerned about illegal quad bike usage should contact Emergency Services at 041 585-1555 (all hours), and ask to be put through to Traffic Law Enforcement.

We have had a very satisfactory level of response from the Traffic Department in dealing with this problem. However, even if your concern is not immediately addressed, the Metro will be able to determine the magnitude of the problem, and will be able to allocate resources accordingly.

I realise that quadbiking is a growing sport/leisure activity, and have been actively encouraging the Metro to identify areas where quadbiking trails can be constructed WITHOUT any negative impact on abutting residents. Thusfar, my pleas appear to have fallen on deaf ears. If you share my concern, please e-mail the Executive Director : Economic Development and Recreational Services, Zolile Siswana, at zsiswana@mandelametro.gov.za.

kind regards

Margaret
